What is the 63106 Promise To Success Initiative?
The 63106 Promise To Success Initiative is Missouri’s first federally funded place-based initiative awarded to USI in March of 2023. With a focus on education, we work in collaboration with local organizations, schools, and residents to create pathways to success for our community.
What are the requirements for enrollment into the Initiative?
You must live and or attend school in the 63106-zip code area. You must also have school aged (0-24) children to enroll.
How does the Initiative measure success?
We measure success using the 10 Government Performance and Results Act (GPRAs), which help us track the program’s progress in key areas of education, health, economic stability and community engagement. We regularly collect and analyze data to assess the effectiveness of our programs and make informed decisions to improve outcomes for our residents.
How does the Initiative benefit the 63106 community?

THE NEIGHBORHOOD SURVEY
We are asking residents in 63106, 63107, and 63108 to respond to a neighborhood survey and give insight into the current state of education.
Neighborhood Focus group
We are asking 10 residents to volunteer and commit to a one hour in-person focus group to review the questions in the 63106 Promise to Success Neighborhood Survey.

Join us in shaping the future of 63106. We are looking for engaged participants for our Youth-Focused Advisory Committee, Equity-Focused Advisory Committee, and Community-Focused Advisory Committee. Together, we can make a lasting impact.
OUR DATA INDICATORS
USI uses Government Performance and Results Act (GPRA) Indicators to track success for the 63106 Promise to Success Initiative in accordance with the Department of Education. These are those 10 GPRAs.
GPRA #1
Number and percent of children in kindergarten who demonstrate at the beginning of the program or school year age‐appropriate functioning across multiple domains of early learning as determined using developmentally‐appropriate early learning measures.
GPRA #2
Students are proficient in core academic subjects:
- Number and percentage of students at or above grade level according to State mathematics assessments in at least the grades required by the ESEA (3rd through 8th grades and once in high school).
- Number and percentage of students at or above grade level according to State English language arts assessments in at least the grades required by the ESEA.

Students successfully transition from middle school grades to high school:
- Attendance rate of students in 6th, 7th, 8th, and 9th grade as defined by average daily attendance.
- Chronic absenteeism rate of students in 6th, 7th, 8th, and 9th grades.

Youth graduate from high school: Four‐year adjusted cohort graduation rate.

High school graduates obtain a postsecondary degree, certification or credential:
- Number and percentage of Promise Neighborhood students who enroll in a two‐year or four‐ year college or university after graduation.
- Number and percent of Promise Neighborhood students who graduate from a two‐year or four‐year college or university or vocational certification completion.

Students are healthy: Number and percentage of children who consume five or more servings of fruits and vegetables daily.
GPRA #7
Number and percent of students who feel safe at school and traveling to and from school, as measured by a school climate needs assessment.
GPRA #8
Students live in stable communities: Student mobility rate (as defined in the notice).
GPRA #9
Families and community members support learning in promise Neighborhood Schools:
- Number and percentage of parents or family members that read to or encourage their children to read three or more times a week or reported their child read to themselves three or more times a week (birth–8th grade).
- Number and percentage of parents/family members who report talking about the importance of college and career (9th–12th grade).
